Municipality Development and Capital Improvement Processes

The municipality development process generally evolves with incremental changes over time. Due to turnover, growth, new programs and regulations, the administrative and managerial practices are occasionally due a review for improvement opportunities. FMI will evaluate and document the development processes from beginning to end, drive refinement in the town’s development processes, and recommend changes that will help maintain and build on existing strengths.

FMI will utilize external information gathered to ensure important areas are not overlooked during an internal review of operations, documentation, metrics and business practices. We will review processes, organizational structure and task delineation, documentation and communication practices.

FMI will then implement its proprietary process for evaluating the effectiveness, alignment and efficiency of municipal development organizations, the Development Process Scorecard for Municipalities. This process, which has its roots in FMI’s more than five decades of organizational analysis and strategy consulting, was developed and designed to address the unique characteristics and specific needs of municipal development and administrative organizations.

A written implementation plan will be provided that outlines detailed execution steps necessary to achieve best practices in the development services business process.
